Russian Government has just announced further COVID-19 restrictions, issuing today a new regulation that reads: QUOTE STARTING FROM 00:00 27.03.2020 RESTRICTIONS ARE INTRODUCED FOR ALL SCHEDULED AND NON-SCHEDULED FLIGHTS FROM RUSSIAN AIRPORTS TO AIRPORTS OF FOREIGN COUNTRIES, EXCEPT THE FLIGHTS OPERATING FOR TRANSPORTATION OF RUSSIAN CITIZENS TO THE TERRITORY OF THE RUSSIAN FEDERATION FROM FOREIGN COUNTRIES DUE TO SPREADING OF CORONAVIRUS (IN ACCORDANCE WITH THE LIST, FORMED BY MINISTRY OF FOREIGN AFFAIRS OF RUSSIA), FOREIGN CITIZENS TO FOREIGN COUNTRIES, AS WELL AS CARGO, POSTAL, MEDICAL, HUMANITARIAN, FERRY MAINTENANCE, TRANSIT FLIGHTS WITH TECHNICAL LANDING FOR REFUELING (CREW SWAP) ON THE TERRITORY OF THE RUSSIAN FEDERATION AND FLIGHTS OPERATING IN ACCORDANCE WITH SEPARATE PERMISSION OF RUSSIAN GOVERNMENT. UNQUOTE There is now an explicit international flights ban, except for cargo, ferry and transit/tech stop flights. Airports remain open. General aviation flights are allowed to overfly, cargo, ferry and transit.
